Sources are classified into tiers:
Tier A · Official Records. Government filings, court records, regulatory filings, corporate registrations. No leaks. No privileged access. No information that requires authorization to obtain. The strongest intelligence is the intelligence anyone could collect — because anyone can verify it.
Tier B · Verified Journalism. Published reporting from established sources. Deduplicated. Cross-referenced. Human-reviewed. When journalism is corroborated across independent outlets, it gains reliability. When it is not, it is flagged.
Tier C · Open-Source Intelligence. OSINT collected from public sources — social media, domain registrations, public databases, network infrastructure. Every Tier C claim receives a Judicator confidence score. The score is not an opinion. It is a calculation based on source diversity, cross-verification status, and historical reliability of the contributing sources.
All data is deduplicated, cross-referenced, and human-reviewed before publication. Every claim receives a Judicator confidence score. Every report is tracked for Decision Latency (DLI) and Execution Intelligence (EI).
The framework does not bend to serve a conclusion. The conclusion bends to serve the framework.
